Window Covering Safety Council Recalls to Repair All Roman and Roll-Up Blinds Due to Risk of Strangulation

WASHINGTON, D.C. – The U.S. Consumer Product Safety Commission (CPSC) and the Window Covering Safety Council (WCSC) are announcing today a voluntary recall to repair all Roman shades and roll-up blinds to prevent the risk of strangulation to young children. This recall involves millions of Roman and roll-up blinds. About five million Roman shades and about three million roll-up blinds are sold each year.

CPSC has received reports of five deaths and 16 near strangulations, since 2006, in Roman shades and three deaths, since 2001, in roll-up blinds. Strangulations in Roman shades can occur when a child places his/her neck between the exposed inner cord and the fabric on the backside of the blind or when a child pulls the cord out and wraps it around his/her neck. Strangulations in roll-up blinds can occur if the lifting loop slides off the side of the blind and a child’s neck becomes entangled on the free-standing loop or if a child places his/her neck between the lifting loop and the roll-up blind material.

“Over the past 15 years, CPSC has been investigating window covering hazards and working with the WCSC to ensure the safety of window coverings. We commend the WCSC for providing consumers with repair kits that make window coverings safer and look forward to future steps to eliminate these hazards,” said Inez Tenenbaum, CPSC Chairman.

Over the years, CPSC has been investigating deaths associated with different types of window coverings and has worked with the WCSC to address the hazards posed by them. In 1994 and in 2000, CPSC and WCSC announced recalls to repair horizontal blinds to prevent strangulation hazards posed by pull cord and inner cord loops. As a result of CPSC investigations, the industry has modified its products and provides free repair kits for existing horizontal blinds and other window coverings. In October 2009, CPSC issued a new safety alert to warn parents about the dangers associated with window coverings.

To help prevent child strangulation in window coverings, CPSC and the WCSC urge parents and caregivers to follow these guidelines:

• Examine all shades and blinds in the home. Make sure there are no accessible cords on the front, side, or back of the product. CPSC and the WCSC recommend the use of cordless window coverings in all homes where children live or visit.
• Do not place cribs, beds, and furniture close to the windows because children can climb on them and gain access to the cords.
• Make loose cords inaccessible.
• If the window shade has looped bead chains or nylon cords, install tension devices to keep the cord taut. CPSC is still interested in receiving incident or injury reports that are either directly related to this product recall or involve a different hazard with the same product. Once you have decided that blinds are for you, you will need to prepare for them. This can be a bit of an ordeal if you do not know the right steps to take. Knowing the right precautions to take will prevent you from taking multiple trips to the home improvement store with returns and exchanges. Make sure that you are fully prepared for your window blinds before you go out and buy them.

Measure

The first and most important thing that you will need to do is measure your window. This way you will know what size to get. Eyeballing it will simply not do. You will actually have to get a measuring tape and take down the measurements. This is not as bad as it sounds. It will also keep you from getting flustered while shopping for them.

If they are being hung with an inside mount then you will need to measure the space between the top, bottom and side jambs. You will need to write down the smallest number. Measure the height from both sides and the middle. From this you will write down the biggest number.

An outside mount is basically the same. Just add the side casing on either side while measuring. For windows with no trim the measure the width plus a few inches.

Pick Your Color

Be sure that the blinds you get are all the same color. Sometimes they all get thrown in together regardless of their color. Be sure that if you are purchasing white blinds that no eggshell blinds sneak in unnoticed. If you are unsure of what color will look better, buy a couple different shades and take them home. Whichever shade you do not like return, just make sure to keep your receipt.

Safety First

Always remember that the pull string can be dangerous. This is especially true if you have pets or children. They can easily get tangled up in these and seriously injure themselves. The blinds can also get damaged by excessive pulling and yanking on the pull string. That is why it is best to simply keep it out of sight and out of mind while it is not in use.

When it comes to cleaning wooden blinds, you will find that the job itself can be an easy one. You want to be sure that you know the right steps to take and what to watch out for. Wooden blinds are beautiful but can easily collect dust and dirt. This is why keeping them on a cleaning schedule will continue to make them look beautiful and clean for years to come.

What Not To Do

The first thing that you should know about cleaning your wooden blinds is exactly what not to do. The sooner you know this, the safer your wooden blinds will be. The first thing that you should know in the ‘what not to do’ category is never use water. This is going to do much more harm than good.

Your blinds will suffer from discoloration and just damage in general. Water and wood do not go well together, water will warp wood. If the manufacturer’s instructions allow moisture then it should never be anything more than a lightly damp cloth. If you cannot find the instructions, then step away from the water.

Dry Clean

Your wooden blinds will benefit from a dry clean from a vacuum with an attachment or a dry cloth that is very soft. If you are able to keep them dusted at least once a week then cleaning them will never be a chore. If your blinds are horizontal then they should be facing downward. If you have verticle blinds then simply keep them lightly closed.

Work in the direction that your blinds face. For example, horizontal blinds should be cleaned from right to left or left to right. Start from the top always, verticle blinds should be cleaned from top to bottom. If you are cleaning with a cloth only clean in one direction, do not move the rag back and forth as this will only spread the dust.

Add Shine

If you want to make your wooden blinds shine then you are allowed to use a diluted wood cleaner. You can also use a non wax furniture polish. If you are using these then you will need to be sure to carefully clean each slat one by one.
